Chandigarh, December 8, 2025-
The Haryana Cabinet, led by Chief Minister Sh. Nayab Singh Saini, has recently made an important decision regarding the operational age of tourist and commercial vehicles as outlined in the Haryana Motor Vehicles Rules, 1993. The newly introduced Haryana Motor Vehicles (Amendment) Rules, 2025, establish specific guidelines for vehicles under various permits. These amendments aim to enhance safety, cut down pollution, and modernize transportation services throughout the state.

According to the updated regulations, vehicles in the NCR region that operate with All India Tourist Permits can run for a maximum of 12 years if they use petrol or CNG. Diesel vehicles under the same permit will have a shorter lifespan, capped at 10 years. However, for areas located outside the NCR, All India Tourist Permit vehicles—regardless of whether they run on petrol, CNG, or diesel—will be allowed to function for up to 12 years.

“A nation’s safety and sustainability grow when its rules balance progress with responsibility.”

In the NCR region, new regulations for various vehicle types—including stage carriages, contract carriages, goods carriages, and school buses—allow petrol, CNG, electric, and other clean fuel vehicles to operate for a maximum of 15 years. In contrast, diesel vehicles in these categories are limited to just 10 years. Outside the NCR, vehicles under these permit types, regardless of their fuel source, can operate for up to 15 years. This initiative underscores the government’s commitment to reducing emissions in densely populated areas while enhancing safety standards for both passengers and goods.

These regulatory changes were prompted by recent events, including an attempted incursion by Pakistan during Operation Sindoor in May, which emphasized the need for more stringent vehicle oversight. By imposing these age restrictions, the Haryana government aims to motivate vehicle owners to modernize their fleets, encourage the use of cleaner energy, and ensure that both tourist and commercial vehicles meet current safety and environmental benchmarks. Thus, the Haryana tourist vehicle rules 2025 represent a proactive measure for safer roads, improved environmental practices, and a more dependable transport network throughout the state.

These rules aim to enhance road safety, promote environmentally friendly transportation, and encourage operators to modernize their fleets. Vehicle owners are advised to comply with these regulations to avoid penalties and ensure smooth operations.

The Haryana Motor Vehicles (Amendment) Rules, 2025, bring much-needed clarity and organization for vehicle operators in both NCR and non-NCR areas. By setting regulations on the operational age of petrol, diesel, CNG, and electric vehicles, Haryana is emphasizing safety, environmental responsibility, and the modernization of its road transport system.
