New Delhi- India and Japan are elevating their strategic partnership by collaborating on the development of the Andaman & Nicobar Islands and Lakshadweep as smart, forward-looking island regions. Japan has enhanced its initial Official Development Assistance for the Smart Islands initiative in the Andaman and Nicobar Islands, which seeks to advance energy infrastructure and digital networks in this strategically important area close to the Malacca Strait.
Strategic Importance of the Andaman & Nicobar Islands
The Andaman & Nicobar Islands are situated at an important maritime crossroads where the Bay of Bengal meets the Andaman Sea. This extensive island chain is positioned near some of the world’s busiest shipping lanes, granting it significant geopolitical and economic relevance.
Spanning hundreds of nautical miles from north to south, the islands are located near the western opening of the Malacca Strait — a crucial chokepoint for international trade. This geographical position naturally connects South Asia with Southeast Asia, enabling India to hold a strong position within the Indo-Pacific maritime network.
The islands overlook critical sea routes such as the Six Degree Channel and the Ten Degree Channel, through which numerous commercial vessels transit each year. Bilateral talks outline the direction for the Smart Islands initiative
A bilateral meeting held in early 2025 in Oslo propelled the smart islands initiative forward. The dialogue was spearheaded by Union Minister of Ports, Shipping and Waterways, Shri Sarbananda Sonowal, along with Japan’s Vice Minister for International Affairs, Terada Yoshimichi, and senior officials from Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLITT).
In the course of the discussions, both parties examined methods to leverage sustainable technologies, enhance disaster-resilient infrastructure, and boost connectivity within island territories. Key elements for transforming the Andaman & Nicobar Islands and Lakshadweep were identified as renewable energy systems, intelligent mobility solutions, and advanced digital infrastructure.
Additionally, the conversation addressed port development, collaboration in shipbuilding, and training for maritime skills, highlighting a mutual commitment to strengthening India’s maritime framework within its island regions.
